As always, we strongly recommend making your report as a sovereign man or woman. Adding the following to your report is a strong step in that direction: Reservation of rights - without prejudice pursuant to UCC 1 308

Whatever you do, stick to the specific criminal code violations. You are not making a complaint you are reporting a crime. Use words that they will understand and have a duty to act on: intimidation, assault, force, consent, privacy act violations, bill s201, bodily harm, reckless endangerment, criminal negligence etc. Take the time to go through the evidence in the first report to grasp the information yourself.
If injury or damage feared
Also know that under common law, UCC law and the Criminal Code section 494(2) if the police do not act you have the authority to perform a citizen's arrest.
You may also convene your own Common Law Court simultaneously or afterwards. You are sovereign. You are in charge.
